The uncertainty surrounding the health status of President Muhammadu Buhari is beginning to affect fiscal performance and put pressure on investors to make key decisions.
Already, stakeholders and operators in the private sector have expressed worry about the continued inaction of the Federal Government in the area of fiscal policies’ initiation and execution.
They also raised concern over the prolonged failure to appoint substantive chief executives for critical agencies of government, one year after their boards were dissolved.
According to the operators, the extended vacation of the President could further erode confidence in his administration, already under pressure from investors. They argued that the economic environment was being riddled with uncertainties with this seeming endless regime of chief executives in acting capacity.
For the umpteenth time, the naira dropped to a record low of N500 to the U.S. dollar at the black market, just as the foreign exchange reserves hit one-year record high of $28.28 billion.

A trader that did not want his name mentioned told The Guardian that the country was already under pressure to let its currency float freely, but added that assessed fiscal risks owing to Buhari’s absence were adding to the pressure.
“It was expected that he would return today, but lack of details about his health status are sending another signal to investors, as he is always consulted in policy decisions,” the trader said.
The President had announced the dissolution of governing boards of federal parastatals, agencies and institutions on July 16, 2015 and the removal of CEOs/managing directors of 26 federal agencies, eight months after assuming office, appointing their stead acting chief executives.

Acting President, Yemi Osinbajo, has stated that he is not in the position to disclose the true health status of President Muhammadu Buhari to Nigerians.
He said the President would tell Nigerians at the right time.
Speaking with State House correspondents shortly after meeting behind closed doors with the National Chairman of the All Progressives Congress, Chief John Odigie-Oyegun, the Acting President said he was not in any way under pressure to resign as reported in a section of the media last weekend.
He insisted that the President is hale and hearty and would address the nation at the appropriate time.
Buhari who was expected to resume duties today, following the expiration of his 10-day vacation, Sunday announced the indefinite extension if his vacation.
Osinbajo said he had earlier spoken with Buhari, who is currently in London, to keep him posted on developments in the country, especially with regard to the 2017 Budget and the protests mbarked upon by some Nigerians.
When asked by the media the status of the President’s health, Osinbajo said, “He is in the best position to answer that. He would do that as soon as possible. We spoke extensively today regarding the 2017 and the protest embarked upon by Nigerians.”

The acting President, Yemi Osinbajo, on Monday, said only President Muhammadu Buhari could disclose his health status to Nigerians at the appropriate time.
He also said he was not in any way under pressure to resign.
Osinbajo spoke with State House correspondents shortly after meeting behind closed doors with the National Chairman of the All Progressives Congress, Chief John Odigie-Oyegun; and the Senior Special Assistant to the President on Foreign Affairs and Diaspora, Mrs. Abike Dabiri-Erewa, in his office at the Presidential Villa, Abuja.
While saying the President was hale and hearty, Osinbajo said he had a long discussion with him earlier in the day to keep him abreast of developments regarding the 2017 budget and the protests embarked upon by some Nigerians.
He said, “The President is hale and hearty. I spoke to the President just this (Monday) afternoon and we had a long conversation. He was interested in knowing about the budget process and how far we have gone and the meeting today with the private sector and the economic recovery growth plan.
“I also informed him about the protest march and feedback about what people are saying about the economy. He is in good shape.”
When asked specifically on when the President would return to the country, Osinbajo said, “Just like he said in his letter to the National Assembly, he needs to go through a cycle of tests and once he sees the tests’ results and gets medical advice, we expect him back very soon.”
When asked why it was difficult for the Presidency to disclose the health status of Buhari, Osinbajo said the President had to complete his tests before he could know his status.
He said only the President would disclose his health status at the appropriate time.
“I think that the health status of Mr. President is an issue that only Mr. President himself would be able to discuss at the appropriate time.
“Again, he is running tests and all of that. Before you will be able to determine your health status, you must be able to say this is my health status.
“If I am running tests, doing some routines that my doctors have asked me to do, then surely, I must await the outcome of that before I can talk of my status,” he said.
Osinbajo also said he was not under any pressure to resign as being speculated in some quarters.
He said Nigerians who voted for him and Buhari had not asked them to resign from their positions.
“I am absolutely under no pressure to resign. I was voted for by the people of this nation, myself and Mr. President and so the people of this nation have not asked us to resign.
“I am absolutely not under any pressure whatsoever. The truth is that there has been no pressure from any source asking me to resign. That is the honest truth,” Osinbajo said.
However, the Trade Union Congress, the National Association of Resident Doctors in Nigeria and the Nigerian Medical Association have said Buhari’s medical trip shows the country’s declining health infrastructure as a result of underfunding.
NARD said the Federal Government should urgently carry out health reforms such as the creation of the Office of the Surgeon-General and the implementation of the 2014 National Health Act, which would correct the underfunding in the health sector.
NARD President, Dr. Onyebueze Ugochukwu, said on Monday in an interview with our correspondent that the Senate had continued to frustrate the creation of the Office of the Surgeon-General of the country so that flimsy medical trips would not be stopped.
He said, “We have always stated it that the President’s situation calls to question the creation of the Office of the Surgeon-General or the Chief Medical Officer of Nigeria. He is the one to state categorically the state of heath of the President and other public office holders.
“Some weeks ago, the Senate, for political reasons, refused to approve the creation of that office. They know that once you have this office, it becomes difficult for some of them who travel overseas for flimsy health reasons because the Surgeon-General would have to give approval.
“We must ask ourselves why Nigeria does not have a Chief Medical Officer who is an authority to speak on matters of ill health of public officers in the country.
“Secondly, it calls to question the state of the hospitals in the country. The health sector is declining. The World Health Organisation in a survey in 2013 on 190 countries ranked Nigeria 187th in the health sector.
“In the area of manpower and health personnel, Nigeria has the best crop of medical practitioners. Our clinical acumen is very excellent. We also want the government to implement the National Health Act which was passed in 2014. The act encompasses the primary health sector and its funding.”

As the dust raised by the current health status of President Muhammadu Buhari is yet to settle, some Nigerians have said his condition may not be unconnected to that which led to the death of former President, Umaru Musa Yar’Adua.
President Buhari has been on a 10-day vacation in the United Kingdom, UK, , but his stay was extended indefinitely due to ‘health issues’.
Some Nigerians have raised their voices of concern, asking to see the letter sent by the ‘sick’ president to the National Assembly.
A Nigerian Professor of English, William Ajene Horsfall said, “Special Adviser to the President, Femi Adesina said the President had planned to return to Abuja this evening, but was advised to complete the test cycle before returning. The notice has since been dispatched to the Senate President, and Speaker, House of Representatives.
“What notice? Notice by phone or email or official letter as usual? Who signed the letter? Let us see it and not only a three paragraph letter.
“Remember, President Yar’Adua left Nigeria on 23 November 2009, and was reported to be receiving treatment for pericarditis at a clinic in Saudi Arabia.
“He was not seen in public again, and his absence created a dangerous power vacuum in Nigeria.
“He battled kidney failure and purportedly challenged his critics to a game of squash in an endeavor to end speculations about his health; this is exactly what is happening with Buhari and his government.
“Further fomenting rumors about his health, he was flown to Germany for medical reasons and we were told it was due to stress. Afterall, whatever we are told, we accept.
“If you remember, Yar’Adua was quoted as saying he ‘was fine and would soon be back to campaigning.’ They have said this about Buhari too.
“Like a rumour, Yar’Adua was said to have collapsed after suffering a heart attack – another report which was swiftly dismissed by them.
“Yar’Adua was urged to hand over power to Vice-President, Goodluck Jonathan, in an acting capacity during his illness, but what happened? They kept swindling Nigerians.”
Speaking further, Prof Horsfall said, “On 24 February 2010, Yar’Adua returned to Abuja under the cover of darkness. His state of health was unclear, but there were speculations that he was still on a life support machine, but unfortunately, Yar’Adua died on 5 May at the Aso Rock Presidential Villa.
“There were reactions here and there.
“So, whatever is happening to Buhari is not different from what we know or what we have seen, heard or experienced. We may be looking at Yar’adua’s scenario,” the Professor added.
Similarly, a medical practitioner with one of the government hospitals in Abuja, spoke on condition of anonymity saying, “Just like Wole Soyinka said during Yar’adua’s time, ‘all power in heaven and on earth belongs to God.’
“Playing politics at the expense of someone’s health? No matter how much strength the Presidency thinks Buhari has, he is only human and old for that matter; they should know that the politics of Do-or-Die cannot guarantee who dies or who doesn’t. They must stop playing God.
“In Yar’adua’s time, there was issue of signing or no signing budget. This man was critically ill and a living corpse already who was on life support. Yet, their people said they went to Saudi or wherever Yar’adua was and he (Yar’adua) signed the budget.
“Of course, we knew it was a fake signature, they put it there but the senators (David Mark) looked away then because they wanted the country to be running. At that time, those of us close to government knew something was definitely wrong because it was not funny.
“So, for this one, just like they leaked the letter that Buhari sent to Babachir Lawal, then someone should be able to get hold of the letter that Buhari wrote to NASS, extending his vacation or based on request, let us see the letter with Buhari’s signature because we don’t want a situation where we really don’t know what is going on.
“When people get to know all these facts, trust me, the Presidency will start running helter skelter because they will understand that people have started calculating and using their brains. I was expecting the president won’t extend his stay but now that he has, it just confirms to me that they think Nigerians are stupid.
“That excuse was too dumb…waiting to collect investigation results? Where is he sitting to wait for the result? Is it in front of the consulting room or the laboratory?,” he quizzed rhetorically.
